河南省科学院集成电路研究所在河南省委省政府重建重振河南省科学院，服务国家创新高地建设的背景下组建成立。该研究所聚焦国家战略和产业前沿，在集成电路材料、器件、工艺、制程等领域，开展集成电路理论与体系结构研究、微纳工艺与集成技术研究以及电子设计自动化、智能系统开发与应用研究。以核心存储芯片设计、测试、制造为研发目标，致力于打造国际高端技术创新前沿水平的集成电路研发平台和产业公共服务平台，服务新型存储技术产品研发和中试，以及相关产业化链条的培育集聚。实施集成电路人才培养、成果转移转化、技术与产品创新以及国际合作等。

The Integrated Circuits Institute of Henan Academy of Sciences was established to reconstruct and revitalize Henan Academy of Sciences by Henan Provincial Government for serving the development of National Innovation. Focusing on national strategies and industrial frontiers, the institute conducts research on integrated circuit theory and architecture, micro/nano process and integration technology, electronic design automation and intelligent system development and application in the fields of integrated circuit materials, devices, processes and manufacturing processes.

To the core memory chip design, testing, manufacturing as the research and development goal, the Integrated Circuits Institute of Henan Academy of Sciences commits to creating the international high-end technology innovation frontier level of integrated circuit research and development platform and industrial public service platform, which service in new storage technology product research, development and pilot, and related industrial chain cultivation agglomeration. The Institute also focus on IC personnel training, achievement transfer and transformation, technology and product innovation and international cooperation.
